But here's where it gets real. According to Times of Israel, the whole thing hinges on Hamas demilitarizing. And — and this is important — there's basically zero indication that's actually happening. In fact, the same source reports that clashes have continued during the ceasefire, with hundreds of Palestinians and Israeli soldiers killed. Kushner acknowledged this, saying without demilitarization, the reconstruction can't proceed. He also said there is "no plan B," which either means tremendous confidence or tremendous delusion. Possibly both.

The reconstruction framework includes a new Palestinian police force, potential amnesty for some Hamas members, and something called a "special economic zone," per ABC News. Kushner also announced a conference coming to Washington in a couple weeks where major investment contributions would be announced.
