銀行イノベーション：マネーを産み出すマジックへの道のり

● ロンドンシティの中心地はなぜ北イタリアの地名なのか

  ロンドンの金融街、シティの中心は、イングランド銀行から東に向かう300メートルほどの通り、「ロンバルディア街」。これは、かつて、北イタリア、ロンバルディア出身の金融業者が軒を並べたのが起源。

● なぜ銀行はbankというか？

  北イタリアの都市、ヴェネツィア、ジェノヴァ、フィレンツェなどの広場に、金融業者たちが貨幣の交換台、小卓(banco)を置いて商売をやっていたのがbankの起源。

・Old High German：古高ドイツ語。8世紀ごろから11世紀半ばまで続いたドイツ中南部の西ゲルマン語。

・Proto-Germanic：ゲルマン祖語。ドイツ語、英語、オランダ語、デンマーク語、ノルウェー語、スウェーデン語、アイスランド語などの祖先の言語。

● 重要な銀行イノベーション ─ 口座管理、複式簿記、信用状の発行

  現代の銀行でも、現金の取扱のオペレーションはもちろんやっているが、はるかに金額的に大きいのは、顧客の預金口座(current account)上のオペレーション。これは、現物ではなくて、紙の上、より正確に言えばコンピューター上の情報となる。情報をベースに本格的に金融ビジネスを行うようになったのが、ロンバルディアの金融業者。さらに、自社の状況を複式簿記(double-entry bookkeeping system)により管理し、また、顧客のaccountに残高があることを前提に信用状(Letter of Credit, L/C)を発行。

● マネーの創造にまつわる2つの誤解

・lending out < lend out：貸し出しをする、貸し出す

・place：～をwithに出す。 eg. place an order with a shoe store「靴屋に注文を出す」

  イングランド銀行は、マネーの創造に関して、2つの誤解があると説明している。ひとつは、銀行は、預金者から預かった金を元手に貸付に回している、仲介者であると考えられている点。もうひとつは、経済学で説明される「貨幣乗数理論」(money multiplier theory)であり、これらは、現実にマネーが生れるプロセスを正確に表していないと述べている。

お金より前に信用取引があった。「オプション」取引まであった。

● Financeは近寄り難いというより、人間の「欲」が絡んだとても泥臭い世界。人類の歴史の中で、お金よりも先に、売買だけでなく、貸し借りの取引、金融取引があった。その後、現代にいたるまで、金融は、国の経済活動や栄枯盛衰も左右してきた。

● 「オプション」取引は、いつの時代からあったか？

  アリストテレス『政治学』のなかで、古代ギリシアの哲学者タレス（紀元前625年ごろ～547年ごろ）を紹介。天文学（＝占星術）の知識を使って、収穫前に、オリーブの大豊作を予想し、オリーブオイル絞り機の使用権をごっそり買い取り、予想が当たって大儲け。

  オプション取引というと、ごく最近のもののように思うが、実は、古代ギリシアにオプション取引があった。

Call options are financial contracts that give the option buyer the right but not the obligation to buy a stock, bond, commodity, or other asset or instrument at a specified price within a specific time period. The stock, bond, or commodity is called the underlying asset. A call buyer profits when the underlying asset increases in price.

・総称を表す無冠詞複数名詞：eg. I bought apples at the supermarket.では、スーパーで買った、１個ではない複数のリンゴを指す。一方、eg. Dogs are faithful animals.は、世の中全般の犬というものを総称的に指している。第一分の主語Call optionsも、Call optionというものを漠然と総称している。

・instrument：(=financial instrument)金融商品。英語の説明⇒Financial instruments are contracts for monetary assets that can be purchased, traded, created, modified, or settled for. In terms of contracts, there is a contractual obligation between involved parties during a financial instrument transaction.

【例文】

To place an investment you need to choose between a Call option and a Put option on a particular asset.

・place：（商品を）（客に）売りさばく、（資金・資本を）（～に）投下する、投資する(in, to ...)

● ものを貸し借りする取引（信用取引）、そこで発生する利子は、いつの時代からあったか？

  答えは、今から4千年以上昔の古代メソポタミア。

  「ハンムラビ法典」（紀元前1750年ごろ制定）は、今でいう商法や民放の取引法の規程を含む。

  大量に発掘されている、この時代の粘土板（タブレット）の大部分は、取引や物の貸し借りの記録、言い換えれば、契約書や借用証、土地所有権の移動の記録など。

● 金融取引は、お金の誕生よりも前からあった

  世界最古の金属貨幣は、紀元前670年にアナトリア半島のリュディアで発行された「エレクトロン硬貨」。ということは、金融取引は、お金の誕生より前からあったということ。

【例文】

An immediate interest cut might give a small boost to the economy.

・interest：金利、利子。ラテン語のinterは「間に」、esseは「あること」なので、 interestは「間にあること、間にあるもの」⇒「間にあって生まれる利益（もしくは損失）」⇒利子、利息

・An immediate interest cutはいわゆる物主語構文。ここは仮定の意味も含む。「ただちに金利カットをやれば～」。なので、mightはmayの過去形の意味ではなく、推量の意味。

● なお、紀元前3400年ごろ、人類最初の文字（楔形文字）が、メソポタミアで発明されたのも偶然ではなかった。文字より前に経済活動があり、経済活動が盛んになるとともに、記録の必要から文字の使用が増大した。⇒文字がなかったら、現代にいたる経済活動の急拡大は難しかっただろう。

今回の課題文は、金融ど真ん中のテーマで、2012年、当時、欧州中央銀行（European Central Bank）総裁だったマリオ・ドラギ氏が行った、有名なスピーチを読んでいます。前回のところでは、ユーロは、はるかに強くなった。実際に、米国や日本と比べても同じくらい健闘しているか、もしくはそれ以上のパフォーマンスを上げていると述べていました。

Then the comparison becomes even more dramatic when we come to deficit and debt. The euro area has much lower deficit, much lower debt than these two countries. And also not less important, it has a balanced current account, no deficits, but it also has a degree of social cohesion that you wouldn’t find either in the other two countries.

That is a very important ingredient for undertaking all the structural reforms that will actually graduate the bumblebee into a real bee.

The second point, the second message I would like to send today, is that progress has been extraordinary in the last six months.

・social cohesion  ：社会的一体性；社会的結合  eg. The Council of Europe defines social cohesion as “the capacity of a society to ensure the well-being of all its members, minimizing disparities and avoiding marginalization”.「欧州評議会は、social cohesionについて『格差を最小化し、社会的排除を回避しながら、全メンバーの満足度を保証する社会の能力』と定義している」

・either：（否定文）どちらの～も（ない）⇒両方が否定される eg. I couldn't find any house on either side of the road.「道のどちら側にも家はなかった」

・ingredient：（混合物の）成分、要素、原料、材料、内容物 eg. the ingredients for soup「スープの材料」（出来事などの）重要な要素、構成分子 eg. the ingredients of a lecture「講演の主内容」

・undertaking < undertake：引き受ける、請け負う、着手する、乗り出す

・graduate：他動詞で「（～を）卒業させる」
