We learned in Part I about how the incentives would lead to catastrophe. Then we saw the system failure manifest in the blackouts from the Winter Storm, earlier this year.

Ed Hirs is back in Part II to summarize the Texas Legislative Session on Energy and provide more details on the rules of the PUC/ERCOT game. We were happy to point some fingers at responsible parties, and spoil alert, it wasn't the energy companies, the PUC, or ERCOT.
