In June 2023, the City of Hayward initiated legal action against Alameda County over the dangerous mismanagement of the Children’s Assessment Center, a transitional facility for foster youth. According to the city's findings, vulnerable children were frequently exploited by human traffickers, suffered from drug overdoses, and were subjected to physical assaults due to a "hands-off" policy that prevented staff from intervening. The Hayward Police Department reported a massive surge in emergency calls, investigating hundreds of incidents involving runaway minors as young as ten years old. Through formal letters and a civil complaint, city officials demanded that the county restore armed security, update safety protocols, or relocate the facility to protect the residents and the surrounding neighborhood. The litigation highlights a severe breakdown in interagency cooperation and a failure by the county to fulfill its mandatory duty to safeguard at-risk youth.
