Magistrate Garvin is currently serving as a Magistrate to Judge Mark J. Bartolotta in the Lake County Probate Court, appointed to that role by Judge Bartolotta in January 2014.

Magistrate Garvin earned her Juris Doctorate from the Louis D. Brandeis School of Law at the University of Louisville and was admitted to the Ohio Bar on November 6, 2006.

Magistrate Black began serving as a Magistrate with the Domestic Relations Court on February 14, 2023. He was in private practice for over 25 years, most recently with the firm of Murray & Black. Most of his practice has been in the area of family law.

Magistrate Black was a Magistrate in the Willoughby Municipal Court and has served as an assistant Lake County Public Defender. He was a Willoughby City Councilman for 15 years.

Magistrate Black earned a Bachelor of Science degree from The Ohio State University, and a Juris Doctorate from Cleveland-Marshall College of Law.
