It removes the deterrent that deflected attacks to softer targets elsewhere. People want to live and work where they feel safe. The visible presence of security is a necessary element in creating and sustaining the perception of a safe environment. Even a small amount of crime coupled with visible reduction of security presence erodes the perception of safety. So what do most people do when nothing happens? They cut security!
