    The city lights outside the glass were a blurred, dry amber, but inside, the air was heavy enough to leave a sheen on the dark wood of Vane’s desk. She wasn't looking at the view. She was looking at two flickering windows on her primary display.

    The first was a thermal feed of a cramped basement apartment in Sector Nine. Silas. He was sitting motionless at a workbench, a single emergency light casting a long, hooked shadow against the brick. He wasn't building anything. He was just sitting.

    The second was a biometric stream from a high-rise "Integration Suite" in the Mid-Levels. Kael. The boy was pacing, his heart rate a jagged, nervous mountain range on the graph. The Gold-Sleevearound his neck was a steady, watchful blue pulse in the dark room.

    "They’re stationary," Hux said from the shadows. His voice was a dry rattle, the sound of a throat that hadn't seen a real river in years. "We have 'Passive-Watch' drones on the perimeter. If Silas touches a wrench, the alarm pings. If the boy tries to unbuckle that sleeve, we have a 'Wellness Team' on his door in three minutes."

    Vane didn't answer. She reached out and touched a single, brass bypass valve sitting on a silk cloth—the one Silas had rigged in the van. She didn't look angry; she looked curious, like a scientist examining a new strain of a virus.

    "He bypassed the Digital Governor in six seconds, Hux," Vane whispered. Her voice was so low it barely stirred the mist. "He’s not a courier. He’s a surgeon who only knows how to cut. And he thinks he’s doing it in the dark."

    "We can pull his license tonight," Hux suggested, his tail twitching. "We can cite 'Technical Instability' and have him in a Mandatory Care Pod by midnight. He’s a variable we haven't accounted for. And the boy... Kael is already flagging 'Stress-Instability' from the Gold-Sleeve sensors. He’s a mess, Director. He’s staring at the door.
