In August 2019, police responded to a 9-1-1 call about a suspicious black man wearing a ski mask, walking in a high crime area at 10:30 at night. Within minutes, the young man, Elijah McClain, would be placed into a carotid hold that would render him unconscious and was given an overdose of ketamine and was declared brain dead 3 days later.
