Are you happy? Right now? Happy enough? As happy as everyone else? Could you be happier if you tried harder? After she packed up her British worldview (that most things were basically rubbish) and moved to America, journalist and documentary filmmaker Ruth Whippman found herself increasingly perplexed by the American obsession with one topic above all others: happiness. The subject came up everywhere: at the playground swings, at the meat counter in the supermarket, and even at the gynecologist.

Past antidrug campaigns actually encouraged drug use. A few years ago, America stopped dropping acid altogether. The meth epidemic peaked a long, long time ago. NAFTA opened the border and created a bonanza for cocaine and meth traffickers just as President Clinton knew it would. President Reagan may have inadvertently caused the crack epidemic. Kids today are doing fewer illegal drugs than kids from any time in the recent past, and for a surprising reason.

Americans have traditionally placed great value on self-reliance and fortitude. Recent decades, however, have seen the rise of a therapeutic ethic that views Americans as emotionally underdeveloped, requiring the ministrations of mental-health professionals to cope with life's vicissitudes. Today, having a book for every ailment, a counselor for every crisis, a lawsuit for every grievance, and a TV show for every problem degrades one's native ability to cope with life's challenges.

It is easy to be depressed if you live in a neighborhood that has few supportive resources available or is marred by gun violence. We are able to diagnose people with depression, but how does one heal a neighborhood? This City Is Killing Me brings policy and psychology together. Through case studies, Jonathan Foiles opens up his therapy door to allow us to overhear the stories of individual poor Chicagoans. Through statistics and the example of Chicago, he teaches us how policy decisions have contributed to these individuals’ suffering.
