Between the Devil and the Deep Blue Sea opens in the early 1970s with young César, a street tough of Afro-Cuban descent, standing outside a US Navy recruitment office at the crack of dawn. The Vietnam War is raging, the navy has only recently begun the serious process of integration, and the country is reeling from racial turmoil and unrest.

It's late 1942; World War II is still raging. Detective Inspector Tom Tyler is settling into his placement in Ludlow, Shropshire, a small town jammed with people sent there by the conflict. On the outskirts is an Italian PoW camp. Tyler's job is both to keep the peace and to enforce wartime regulations. Then a troubled old man goes missing in a winter storm. The next day his body is discovered in a secret hideout supposedly known to very few. It soon becomes clear that a crime has been committed, and there is no shortage of suspects.

Joan MacKimmie is on her way to Paris to take up her vocation as a nun. Yet her decision is less a matter of faith than fear, for Joan is plagued by mysterious voices that speak of the future, and by visions that mark those about to die. The sanctuary of the nunnery promises respite from these unwanted visitations...or so she prays. Her chaperone is Michael Murray, a young widower who, though he still mourns the death of his wife, finds himself powerfully drawn to his charge.

Ifor is the gardener at Nanagalan, a manor house on the Welsh borders. When he falls in love with Ella, the daughter of the house, Ifor must stifle his passion for the lines between social classes are rigidly drawn. He marries local librarian Jenny, but his love for Ella casts a shadow over the relationship. When war breaks out, Ifor enlists and is one of the small number of soldiers left in France after the evacuation at Dunkirk. The Lancastria is sent to recover them but is bombed by the Germans.
