Carcassonne, 1942. Terwijl talloze Franse soldaten aan het front hun leven geven om de Duitsers het hoofd te bieden, besluit de dappere jonge Sandrine haar eigen strijd te voeren. Onder de codenaam Citadel brengt ze een groep vrouwelijke verzetsstrijders bijeen. Samen met hen riskeert ze alles wat haar lief is om een einde te maken aan de angst die de Duitse bezetting met zich meebrengt. De vrouwen van de Citadel-verzetsgroep weten nog niet dat ze zich mengen in een strijd die veel ouder en duisterder is dan ze ooit hadden voorzien.
