One murderer, two bodies, two locations, and the murders have been committed within an hour of the other. There's a connection, but what is it? They're separated by a couple of miles, and neither woman has anything in common with the other. Isaac Cook and his team at Challis Street Police Station are baffled as to why. One of the women is young and wealthy, the daughter of a famous man; the other is poor and hardworking and unknown.

It is May 1963, in Birmingham, Alabama. As Martin Luther King, Jr.’s civil rights demonstrations begin to fill the streets, prejudices awaken and tempers flare. Amid the violence and confusion, a deaf black girl is found raped and murdered. Veteran homicide detective Ben Wellman pursues the murderer through the throngs of protesters, the pool halls of the black district of Bearmatch, the white mansions of Mountain Brook, and, finally, even in his own department. As he did in Sacrificial Ground, Cook has created a novel of uncommon force and resonance.

The grave on the football field is shallow, and easy to spot from a distance. It would have been found sooner, had most of the residents in the black half of Birmingham not been downtown, marching, singing, and being arrested alongside Martin Luther King, Jr. Police detective Ben Wellman is among them when he gets the call about the fresh grave. Under the loosely packed dirt, he finds a young black girl, her innocence taken and her life along with it. His sergeant orders Wellman to investigate, but instructs him not to try too hard.

Blood seeps into the gutters at the Children's Zoo in Central Park. Two deer have been slaughtered, one stabbed fifty-seven times and the other slashed across the neck. Normally it would be a case for the Parks Department, but these are no ordinary deer. The pride of the small menagerie, they were given to the zoo by a prominent socialite who cannot afford bloody headlines. The NYPD hands the case to Detective Reardon, star of the homicide squad. A recent widower at fifty-six, Reardon has seen too many human victims to care much about the two butchered animals.

A mass shooting. An amoral Romanian gangster. A Russian oligarch who claims to be an honest businessman, but isn't. No one knows who was the target or why, but there are eight dead. The men seem the most likely, or could have it been one of the two women, the attractive Gillian Dickenson, or even the celebrity-obsessed Sal Maynard?

A dismembered corpse floats in a canal in London. Isaac Cook is baffled as to why it's there. Is it gang-related, or is it something more? Whatever the reason, it's clearly a warning, and Isaac and his team are sure it's not the last body that they'll have to deal with.

Before she left she carved a number in blood on his chest. But why the number 2, if this was her first murder? A woman stalks London. She kills at will. Her targets are men who have wronged her, or have they? What is behind her hatred and why is she keeping count? DCI Cook and his team know who she is, at least after she has killed the first four, but the woman disappears in plain sight. The pressure's on to stop her, but she's always one step ahead.
