It is sometimes difficult to remember that in war there are innocents on all sides who suffer. German citizens who had no connection to the atrocities committed by their countrymen nonetheless endured great hardships because of them.

As the Nazi war machine caused death and destruction throughout Europe, one man in the Fatherland began his own reign of terror. This is the true story of the pursuit and capture of a serial killer in the heart of the Third Reich. For all appearances, Paul Ogorzow was a model German. An employed family man, party member, and sergeant in the infamous Brownshirts, he had worked his way up in the Berlin railroad from a manual laborer laying track to assistant signalman. But he also had a secret need to harass and frighten women.

Between 1939 and 1945, Nazi genocide claimed the lives of nearly three hundred thousand people diagnosed with psychiatric illness or cognitive deficiencies. Not until the 1980s would these murders, as well as the coercive sterilizations of some four hundred thousand others classified as “feeble-minded,” be officially acknowledged as crimes at all. The Question of Unworthy Life charts this history from its origins in prewar debates about the value of disabled lives to our continuing efforts to unlearn eugenic thinking today.

Wilhelm Canaris was appointed by Hitler to head the Abwehr (the German secret service) 18 months after the Nazis came to power. But Canaris turned against the Fuhrer and the Nazi regime, believing that Hitler would start a war Germany could not win. In 1938 he was involved in an attempted coup, undermined by British Prime Minister Neville Chamberlain. In 1940 he sabotaged the German plan to invade England, and fed General Franco vital information that helped him keep Spain out of the war.

Nazi Germany killed approximately 13 million civilians and other noncombatants in deliberate policies of mass murder, overwhelmingly during the war years. Almost half the victims were Jewish, systematically destroyed in the Holocaust, the core of the Nazis’ pan-European racial purification program. In the fall of 1961, KGB assassin Bogdan Stashinsky defected to West Germany. After spilling his secrets to the CIA, Stashinsky was put on trial in what would be the most publicized assassination case of the entire Cold War. The publicity stirred up by the Stashinsky case forced the KGB to change its modus operandi abroad and helped end the career of Aleksandr Shelepin, one of the most ambitious and dangerous Soviet leaders.

When the ashes had settled after World War II and the Allies convened an international war crimes trial in Nuremberg, a psychiatrist, Douglas Kelley, and a psychologist, Gustave Gilbert, tried to fathom the psychology of the Nazi leaders using extensive psychiatric interviews, IQ tests, and Rorschach inkblot tests. Never before or since has there been such a detailed study of governmental leaders who orchestrated mass killings.
