Das Modalverb 'können' hat typischerweise drei Funktionen: Kompetenz, Möglichkeit, Erlaubnis. An jeder schriftlichen Kommunikation sind (sehr einfach ausgedrückt) mindestens drei Momente beteiligt: ein Produzent, Zeichen, ein Rezipient. Wenn ein Zeichen, ein Wort, ein Satz, ein Text als 'unverständlich' bewertet wird, ist fragbar: Warum? "Die Fragmente von Friedrich Schlegel sind unverständlich."
