Joseph E. Stiglitz has had a remarkable career. What brought him to economics were his concerns about the inequality and discrimination he saw growing up. Wanting to understand what drives it and what can be done about it has been his lifelong passion. Poverty is big business in America. The federal government spends about $900 billion a year on programs that directly or disproportionately impact poor Americans, including antipoverty programs. States and local governments spend tens of billions more. Ironically, these enormous sums fuel the "corporate poverty complex," a vast web of hidden industries and entrenched private-sector interests that profit from the bureaucracies regulating the lives of the poor.

Segregation by Design draws on more than 100 years of quantitative and qualitative data from thousands of American cities to explore how local governments generate race and class segregation. Starting in the early 20th century, cities have used their power of land use control to determine the location and availability of housing, amenities (such as parks), and negative land uses (such as garbage dumps). The result has been segregation - first within cities and more recently between them.
