Target of Opportunity opens in the midst of World War II as San Francisco Police Inspector Gilman and his brother-in-law, former Washington attorney Donald Kerwin, stop into a 7-Eleven - and are met with a torrent of bullets. A gunman at the register kills Kerwin and wounds Gilman, and an illegal police search follows, leading to a dismissal of charges against the suspect.

The Vietnam War is at its height, and the US has acquired a Soviet-built MiG-17. Marine aviator Brad Austin has been recruited to test-pilot it. The MiG is an aerial hotrod, crude yet lethally effective. But it's not what Austin is flying, it's where - behind enemy lines, disguised as a Russian pilot. If he succeeds in penetrating the enemy air space, he will find easy prey. But if he fails, he will be disavowed.

In the small woodsy town of Henderson, California, the electric company is strict about sick days. So when meter-reader Vejay Haskell decides to play hooky, her first concern is staying out of sight. She skirts around the edge of town, making her way to Frank’s Place, a cozy saloon owned by her friend Frank Goulet. After two cups of hot buttered rum, they have an argument and she storms out into the pouring rain. She goes home, takes a nap, and awakens sober, embarrassed, and ready to apologize. But by the time she gets back to Frank’s bar, he is dead.
