This book consists of two parts: the essay "The Idea of Public Reason Revisited" and "The Law of Peoples", a major reworking of a much shorter article by the same name. Taken together, they are the culmination of more than 50 years of reflection on liberalism and on some of the most pressing problems of our times.

Why is the Atlantic slowly filling with crude petroleum, threatening a millions-of-years-old ecological balance? Two core components of liberal democracy - individual rights and the popular will - are at war with each other. As the role of money in politics soared and important issues were taken out of public contestation, a system of "rights without democracy" took hold. Populists who rail against this say they want to return power to the people. But in practice they create a system of "democracy without rights."
