Frank and Joe are two teenage brothers who hope to follow in the footsteps of their father, a famous private detective. The Hardy Boys are joined by two friends, Chet and Biff, for a winter campout in a cabin on a remote island in Barmet Bay. But there seem to be others interested in the cabin, and a secret that it might hold. A sinister stranger orders them off the island, and when the boys don't comply, their food supplies are stolen.

Jonathan Grisby is the newest arrival at the Slabhenge Reformatory School for Troubled Boys - an ancient, crumbling fortress of gray stone rising up from the ocean. It is dark, damp, and dismal. And it is just the place Jonathan figures he deserves. Because Jonathan has done something terrible. And he's willing to accept whatever punishment he has coming. Just as he's getting used to his new situation, however, a freak accident leaves the troubled boys of Slabhenge without any adult supervision.

While riding in their homemade iceboat on the frozen surface of Barmet Bay, Frank and Joe Hardy and Chet Morton discuss their plans for the upcoming Christmas holiday break. They visit Cabin Island but a mysterious stranger chases them off the island. The boys are invited to the home of Elroy Jefferson, a man whose car they returned in The Shore Road Mystery. They overhear an argument between Jefferson, the owner of Cabin Island, and Hanleigh, who is trying to buy the island. Mr. Jefferson rewards the boys and grants them permission to use the cabin for Christmas
