Landing on an apparently devastated planet, the Doctor and Romana make a horrifying discovery. The planet is Skaro, home-world of the Daleks. The Daleks are excavating in order to find and revive Davros, the scientific genius who first created them. They hope that he will give them the scientific superiority to break the deadlock with their Movellan enemies. Faced once more with the deadly and seemingly indestructible Daleks, the Doctor's wits and strength are stretched to their very limits.

Escaping from their previous adventure on Skaro, the Doctor, Susan, Ian Chesterton (William Russell) and Barbara Wright (Jacqueline Hill) are inside the TARDIS when it appears to be taken over by an outside force. Bewildered and confused, the travellers become suspicious of each other’s motives, and tensions within the Ship begin to rise. The TARDIS appears to be trying to tell them something, yet the Doctor has very little idea of how to stop it hurtling backwards in Time, towards destruction.

The year is 1860, and a lonely house stands on a craggy rock in Ayreshire, Scotland. Inside, two men brace themselves against rushing winds, wailing voices and loud, crashing noises. Goats with fire-red eyes bleat relentlessly, and a procession of weird figures appear, apparently from all ages of man. Among them, strangest of all, is a tall man with spiky brown hair, wearing a blue suit and waving a small silver candle.

Somewhere outside space and time there waits the Celestial Toymaker, an enigmatic being who ensnares unwary travellers into his domain to play out his dark and deadly games. Separated from the security of the TARDIS, the Doctor is forced to play the complex trilogic game with the evil magician. Meanwhile, Dodo and Steven must enter into a series of tests with, among others, the schoolboy Cyril and the King and Queen of Hearts.

The TARDIS arrives on the planet Manussa, about to commemorate its ancient banishment of the evil entity known as the Mara.
