Meet author Earl Morrison, founder of Leading and Learning with Character. Earl began his distinguished career in law enforcement in 2000, serving in multiple leadership roles including Chief of Police and Assistant Director of the Council on Law Enforcement Education and Training. Before entering law enforcement, he worked as a correctional officer for the Texas Department of Criminal Justice and proudly served three years in the U.S. Army and three years in the Texas Army National Guard.
Throughout his career, Earl has held influential positions within his community—serving as a men’s group leader and church Elder, as well as Chairman of the Board for the city’s Employee Credit Union. He holds numerous certifications through the Texas Commission on Law Enforcement, a Bachelor’s Degree in Criminal Justice from Lamar University, and a Master’s in Criminal Justice from the University of Houston. He is also a graduate of the prestigious Leadership Command College at Sam Houston State University.
In 2017, Earl established Leading and Learning with Character, a company dedicated to leadership training and professional development. Through workshops, seminars, and online programs, he has equipped thousands of individuals and organizations across the United States with the tools to lead with confidence, integrity, and measurable impact.

His writing reflects his passion for inspiring others to grow personally and professionally while staying grounded in values that inspire trust and excellence.
Currently serving as Chief of Police, Earl continues to blend his law enforcement expertise with his mission to develop leaders of character. Beyond his professional accomplishments, Earl is a devoted husband and father. He and his wife, Penny, live in Oklahoma with their four children, where family and faith remain at the center of his life.
