KUL CHANDRA GAUTAM

Mr. Kul Chandra Gautam is a distinguished international civil servant, development professional, public policy expert, and human rights activist. He is a former Deputy Executive Director of UNICEF and Assistant Secretary-General of the United Nations. He has extensive experience in international diplomacy, development cooperation, and humanitarian assistance.

Mr. Gautam serves on the Boards of several international and national organizations, charitable foundations, and public-private partnerships. Currently, he is Chair of the Board of the anti-poverty advocacy organization RESULTS.org (USA); Chair of the Advisory Group of the inter-faith organization Arigatou International (Japan); Ambassador of Religions for Peace (USA); and a Member of the Executive Committee of the Global Partnership to End Violence against Children (UN).

In Nepal, Mr. Gautam serves as Special Advisor of the Nepal Public Health Foundation; Member of the Advisory Board of the Nepal Economic Forum; Patron of the Hima Gautam Memorial Trust and is affiliated with several other organizations, including Rotary International. In 2010-11 he served as Special Advisor to the Prime Minister of Nepal on International Affairs and the Peace Process.

In his UN career spanning over three decades (1973-2007), Mr. Gautam served in senior leadership and managerial positions at UNICEF in several countries and continents. He was Global Director of Program and Planning (1988-1997); Regional Director for the Asia Pacific (1998-2000); Chief for Latin America and the Caribbean (1986-88); Country Representative in India, Laos, and Haiti; and Program Officer in Indonesia and Cambodia (1973-1979). Representing UNICEF, he also served as founding Board Chair of the Partnership for Maternal, Newborn and Child Health (PMNCH); the Micronutrient Initiative/Nutrition International (2001-2007) and as a Board member of the Global Alliance for Vaccine and Immunization (GAVI) & Global Alliance for Improved Nutrition (GAIN) during 2002-2007.

Mr. Gautam was the key senior UNICEF officer responsible for drafting the Declaration and Plan of Action of the 1990 World Summit for Children, the largest gathering of world leaders in history until that time. In 2002 he led the organization of another major United Nations Summit - the Special Session of the UN General Assembly on Children - attended by 70 world leaders and thousands of child rights activists and civil society leaders, including celebrities and Nobel Prize Laureates. On behalf of UNICEF, Mr. Gautam actively contributed to crafting of the Millennium Development Goals.

After his retirement from the UN, Mr. Gautam served as Co-Chair of the UN Secretary-General’s Independent Accountability Panel (IAP) on Women’s, Children’s and Adolescents’ Health (2015-2019); as a Champion of the Global Partnership for Education (GPE) and as Program Chair of the Council of OXFAM-GB (2014-2018).

Mr. Gautam is the winner of several awards, including the Harris Wofford Global Citizen Award conferred by the US Peace Corps in 2018; the Martin Luther King, Jr. Social Justice Award for Lifetime Achievement given by Dartmouth College, USA in 2009; and the Audrey Hepburn Humanitarian Award conferred by UNICEF-USA in 2008.

Mr. Gautam is the author of ‘Kul Chandra Gautam: AtmaKatha’ in Nepali (2022); ‘Global Citizen from Gulmi: My Journey from the Hills of Nepal to the Halls of United Nations’ (2018); and ‘Lost in Transition: Rebuilding Nepal from the Maoist Mayhem and Mega-Earthquake’ (2015).

A citizen of Nepal, Mr. Gautam received his higher education in international relations and development economics at Dartmouth College and Princeton University in the United States of America. He was awarded an Honorary degree of ‘Doctor of Humane Letters’ by Dartmouth College in 2022.
