Danton, Desmoulins und andere wollen Robespierres Maßnahmen nicht weiter mittragen. Im Volk herrscht Unzufriedenheit über die Armut: Ein Bürger klagt, dass sich seine Tochter prostituieren muss. Im Konvent spricht sich Robespierre für die Beseitigung Dantons und seiner Anhänger aus, die den Erfolg der Revolution bedrohen. Danton interessiert sich mehr für leichtlebige Damen und zeigt sich illusionslos und angewidert. Auf die Bitten seiner Freunde willigt er in ein Treffen mit Robespierre ein, das jedoch ergebnislos verläuft. Robespierre beschließt die Vernichtung Dantons, zeigt sich aber von Skrupeln geplagt.
