President James Monroe recognized that as the United States matured, it had to convey forcefully what the nation’s place in the world would be. In articulating the Monroe Doctrine, the fifth president declared that the new democratic republic would refrain from seeking to exert control over other nations, yet it would also protect itself from foreign governments that sought to interfere with the American continents. President Monroe thus demonstrated the power of a president to speak for the nation in a way that—although lacking the force of law—created foreign policy that remains potent nearly two centuries later.
