The MC just keeps getting weaker

The series started well, with an MC that looked to be growing with experience. But now that he has a year of fighting experience, having killed aliens, monsters and around 30 humans (some of who he executed), become a prince and saved countless human beings, he suddenly becomes a teenager when he meets with a government official who hasn't done anything other than hiding behind tall walls, and who he has never heard of before. Another thing I don't get is why the MC is in such a hurry to give up any advantage he might have. The most obvious is when he agreed not to go after any more gold repositories in favour of the government who don't even have the power to clear any dungeons, just because the government official asked him. To top it all, all his advisors have told him that the official will come after him once the government has the power to kill him.
