Detective Nick Reyes follows the last words a prisoner spoke before his lawyer cut him off. They lead to a campaign office on Delaney Street, where a ballot measure would put Millhaven's cameras in every town in the county. He's a day late. The man at the back desk has been shot, and the city calls it a robbery. While Nick works the killing, a reporter's story about the campaign's money runs straight into his case. Then, late one night, his phone rings, and the voice on the line doesn't threaten him. It makes him an offer.
