In the time of Noah, God destroyed the whole earth because man had become violent and sinful. God promised after the flood that He would never flood the earth again.
But as time went by, mankind again became evil, violent, and sinful. This had to stop. People had to learn right from wrong, and how to live lives pleasing to God.
God chose the Israelites as His own people and He gave them the law so that His people could live a better life with Him. But the purpose of the law was much broader than that, as we discover in this episode.
