En poste en Allemagne et au Japon, il est surtout connu pour son travail d'espion au Japon au service de l'URSS, avant et au début de la Seconde Guerre mondiale. Son nom de code au NKVD était "Ramsay". De 1933 à 1934, Sorge édifie au Japon un réseau pour collecter des informations au profit du NKVD. Sorge rejoignit officiellement le parti nazi, le parti national socialiste (NSDAP), et travailla comme agent de l'Abwehr à l'ambassade allemande locale.
