Paul meets Timothy at the beginning of his second missionary journey. On the first missionary journey (A.D. 46 – 48), Paul visits Lystra, a city in central Asia Minor. It seems he had little success there, as in Lystra “they stoned Paul and dragged him outside the city, thinking he was dead” (Acts 14: 19). On his return to Lystra in A.D. 50, however, Paul meets Timothy, a young man whose grandmother Lois and mother Eunice had become believers, apparently during Paul’s first visit to Lystra.

The book of 1 Timothy was written by the Apostle Paul to a young pastor by the same name, who was based in the church at Ephesus. Written at the end of the Apostle Paul's life as he was once again imprisoned by the Romans, 2 Timothy was addressed to the pastor by the same name who accompanied Paul on many of his missionary journeys. In these chapters, Paul gives Timothy instructions for the growing churches so that he might be prepared to succeed Paul as leader of the Christian faith. In Second Timothy, Paul urges Timothy to not have a "spirit of timidity" and to "not be ashamed to testify about our Lord". He exhorts his "son Timothy" to be diligent and steadfast in the face of false teachings, to be patient under persecution, and to be faithful in all the duties of his office. Paul clearly anticipates his being put to death and the realities beyond in his valedictory found in 2 Timothy 4:6-8: "For I am now ready to be offered, and the time of my departure is at hand. I have fought a good fight, I have finished my course, I have kept the faith".

In the first book of Timothy, Paul encourages him in his ministry of pastoring in the Ephesus Church. Paul had planted the Ephesus church himself, working there for more than three years, and as Paul becomes more aware of his impending end at the hands of Nero, he is setting things in order for the next generation. Major themes include the use of the law, warnings against false doctrine, instructions for prayer, roles of women in the church, and qualifications for leaders of the church, among others.
