President Lyndon B. Johnson, by Executive Order No. 11130 dated November 29, 1963, created this Commission to investigate the assassination on November 22, 1963, of John Fitzgerald Kennedy, the 35th President of the United States. The President directed the Commission to evaluate all the facts and circumstances surrounding the assassination and the subsequent killing of the alleged assassin and to report its findings and conclusions to him.

Kim Philby est un important officier du Secret Intelligence Service (SIS ou MI6) britannique. Il devient célèbre lorsqu'est révélé qu'il a été un agent des services de renseignement soviétiques, tout le long de sa carrière. Philby est affecté au poste de Premier Secrétaire à Washington en 1949. Les Américains le soupçonne d'avoir transmis aux Soviétiques des informations confidentielles sur le programme nucléaire militaire et de leur avoir dénoncé différentes opérations de déstabilisation de l'URSS.

Guy Burgess était un membre du Secret Intelligence Service recruté comme agent par les services soviétiques. Il appartenait au groupe d'espions connu sous le nom des Cinq de Cambridge qui trahirent leur pays pendant la guerre froide. Burgess transmit notamment des documents secrets britanniques et aida un autre agent soviétique, Kim Philby, à rejoindre à son tour le SIS. Il devient après la guerre secrétaire du ministre d'État aux Affaires étrangères, Hector McNeil, et transmet des documents secrets du Foreign Office au KGB.
