The rapid evolution of radio and radar systems for military use during WWII, and devices to counter them, led to a technological battle that neither the Axis nor the Allied powers could afford to lose. The result was a continual series of thrusts, parries, and counter-thrusts, as first one side then the other sought to wrest the initiative in the struggle to control the ether.

In 1969 the US Air Force issued a statement that read‚ "No UFO reported, investigated, and evaluated by the Air Force was ever an indication of threat to our national security." This statement has been proven untrue by the testimony of many military officers and airmen and documentation of incidents involving UFOs and nuclear weapons, testimonies of which the US Air Force was fully aware. In Leveraging Latency, Tristan A. Volpe argues that having greater capacity to build weaponry doesn't translate to greater coercive advantage.
