Nel corso dell'esperienza repubblicana, i nove presidenti che si sono succeduti hanno interpretato, ciascuno a modo suo, una carica che studiosi autorevoli hanno giudicato la più ambigua fra quelle previste dalla Carta del 1948: un po' notaio, un po' arbitro, un po' capitano.
