Dio Cassius was a Roman statesman and historian of Greek origin. He published 80 volumes of history on ancient Rome, beginning with the arrival of Aeneas in Italy. The volumes documented the subsequent founding of Rome (753 BC), the formation of the republic (509 BC), and the creation of the empire (31 BC). The history continues until AD 229.

The Eternal Decline and Fall of Rome tells the stories of the people who built their political and literary careers around promises of Roman renewal as well as those of the victims they blamed for causing Rome's decline. The story begins during the Roman Republic just after 200 BC. He reports on more than 1,000 years of an empire which extended from the most northern and western parts of Europe to deep into Asia and Africa and covers not only events but also the cultural and religious developments that effected change during that time.
