The National Commission on Terrorist Attacks Upon the United States, also known as the 9-11 Commission, was created by congressional legislation and the signature of President George W. Bush in late 2002. This independent, bipartisan commission had the task of producing a full and complete account of the circumstances surrounding the attack, including preparedness and immediate response, and providing recommendations designed to guard against future attacks.

Over the course of 20 months, the bipartisan 9/11 Commission, five Democrats and five Republicans held 12 public hearings and received testimony from 160 witnesses. Dozens of government agencies and other entities provided the Commission with more than 2.5 million pages of documents and other material. The report and its recommendations can save American lives.

9/11 Commission Report, formally titled Final Report of the National Commission on Terrorist Attacks Upon the United States, is the official report of the events leading up to the September 11, 2001 attacks. It was prepared by the National Commission on Terrorist Attacks Upon the United States (informally sometimes known as the "9/11 Commission" or the "Kean/Zelikow Commission") at the request of the President of the United States and Congress. The commission convened on November 26, 2002 (441 days after the attack) and their final report was issued on July 22, 2004.
