Beim Durchsehen der Post entdecken Mausino und Bombo, die beiden Mäusepolizisten, neben einigen Werbesendungen einen Brief vom Burgherrn Tibor von Schreckenfells. Er bittet die Mäusepolizei um Hilfe, in Sache einer ungewöhnlichen Geisterplage auf dem Schloss zu ermitteln. Und so wird Bombo beauftragt, Schreckenfells zu begutachten. Durch eine List findet er bald heraus, dass es sich bei den Geistern um die bösen Ratten Zakarax und Razztazz handelt.

Erich Schatz, von der Mäuseregierung als Generalbevollmächtigter eingesetzt, soll einen Plan entwickeln, wie die Mäuse mit ihren ärgsten Feinden, den Ratten, fertig werden können. Zakarax, der Anführer der Ratten, sieht in Schatz seinen schlimmsten Feind. Er entführt ihn, weil er ihn unschädlich machen will. Zakarax träumt, die Weltherrschaft zu übernehmen. Doch die Mäusepolizei, Mausino, Bombo und Mimi-Mauschi erhalten den Auftrag, Erich Schatz unbedingt wiederzufinden.
