Le Security Service ("Service de la sûreté"), communément dénommé MI5 (pour Military Intelligence, section 5) est le service de renseignement responsable de la sécurité intérieure du Royaume-Uni. L'opération Tracer fut conçu par le contre-amiral John Henry Godfrey, le directeur de la Division du renseignement naval de l'Amirauté britannique.

La National Security Agency (NSA, "Agence nationale de la sécurité") est un organisme gouvernemental du département de la Défense des États-Unis, responsable du renseignement d'origine électromagnétique et de la sécurité des systèmes d'information du gouvernement américain. Contrairement à la CIA, fondée de manière très officielle, la NSA est restée très secrète, et son existence ne fut officiellement reconnue qu'en 1957. Cet épisode fit gagner à la NSA son premier surnom, "No Such Agency" ("Une telle agence n'existe pas") par les journalistes.
