Together, they muddled their way through Whitehall, creating chaos with their mix-ups, misunderstandings and mismanagement – to the consternation of their boss, the self-serving Permanent Under-Secretary Sir Gregory Pitkin (Roy Dotrice and Ronald Baddiley).
