The War on Drugs doesn't work. To his contemporaries in Gilded Age Manhattan, Guillermo Eliseo was a fantastically wealthy Mexican, the proud owner of a luxury apartment overlooking Central Park, a busy Wall Street office, and scores of mines and haciendas in Mexico. But for all his obvious riches and his elegant appearance, Eliseo was also the possessor of a devastating secret: He was not, in fact, from Mexico at all. Rather, he had begun life as a slave named William Ellis, born on a cotton plantation in Texas during the waning years of King Cotton.

On March 10, 1920, in Pachuca, Mexico, the Compañía de Santa Gertrudis may have committed murder. The alert was first raised at six in the morning: A fire was tearing through the El Bordo mine. After a brief evacuation, the mouths of the shafts were sealed. Conducted under the umbrella of Project Gunrunner, intended to stem the flow of firearms to Mexico, the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) ran a series of “gun walking” sting operations, including Operations Wide Receiver and Operation Fast & Furious. The government allowed licensed gun dealers to sell weapons to illegal straw buyers so that they could continue to track the firearms as they were transferred to higher-level traffickers and key figures in Mexican cartels.
