Two weeks before the U.S. entered World War I, a Chicago advertising executive visited the Department of Justice with a proposal - organize the country’s businessmen into a secret force of volunteer agents to ferret out and investigate enemy activities within the United States. The country, overcome by a wave of patriotic fervor, had also become gripped with fear and uncertainty of the influx of immigrants from the very countries with which the country was now at war.

The Great War's East Africa campaign was, and remains, of huge importance. A 'small war', consisting of a few 'local affairs', was all that was expected in August 1914 as Britain moved to eliminate the threat to the high seas of German naval bases in Africa. But two weeks after the Armistice was signed in Europe, British and German troops were still fighting in Africa after four years of what one campaign historian described as 'a war of extermination and attrition without parallel in modern times'.

In 1919 the Treaty of Versailles stripped Germany of its overseas colonies. This sudden transition to a post-colonial nation left the men and women invested in German imperialism to rebuild their status on the international stage. Remnants of an earlier era, these Kolonialdeutsche (Colonial Germans) exploited any opportunities they could to recover, renovate, and market their understandings of German and European colonial aims in order to reestablish themselves as "experts" and "fellow civilizers" in discourses on nationalism and imperialism.

During the First World War the U.S. Department of Justice, using the newly passed Espionage Act and its later Sedition Act amendment, prosecuted and won the convictions of many who opposed America’s entry into the conflict. Historian William H. Thomas Jr. shows that the Justice Department did not stop at this official charge but went much further, paying cautionary visits to suspected dissenters, pressuring them to express support of the war effort, or intimidating them into silence.

The world will never see another peace conference like the one which took place in Paris in 1919.
