大正九年。韓国・釜山沖のとある島で恐ろしい暴風雨の中、斎木検事はここに潜伏する旧友・轟雷雄の元を訪れていた。
轟が語るのは、如何に自身が首を飛ばされてしまったか……という話だが、そこには常識では考えられない凄愴、惨憺、醜怪、非道を極めたものがあるのだという。
かつて轟は、日本近海の漁業の行き詰まりを打開するべく朝鮮半島方面への出漁を主張していたが、韓国併合により五十万人の漁民が移住することとなった。
山内大将に功績を認められた彼は総督府の技師に抜擢されて順調に漁業を発展させる。
ところが、爆弾漁業の横行によって、轟は思わぬ窮地に陥る。爆弾を海中で爆発させて、浮き上がって来た大量の魚を一度に捕獲するという漁法だ。だが、魚もろともエサとなるプランクトンを死滅させてしまうので、生態系に深刻な影響を与える諸刃の剣と言ってもいいものだ。 しかも、この不正漁業を背後で操っているのが私利私欲の追求に走る腐敗した官僚たちであるらしい。轟は、元爆弾漁業者だった林友吉親子とともに、取締りに乗り出すのだが……

日本の小説家、SF作家、探偵小説家、幻想文学作家。
1889年（明治22年）1月4日 - 1936年（昭和11年）3月11日。
他の筆名に海若藍平、香倶土三鳥など。現在では、夢久、夢Qなどと呼ばれることもある。福岡県福岡市出身。日本探偵小説三大奇書の一つに数えられる畢生の奇書『ドグラ・マグラ』をはじめ、怪奇色と幻想性の色濃い作風で名高い。またホラー的な作品もある。
