尾張徳川家の北隣、美濃北山三万石のあるじ百目鬼一郎太の楽しみは月に一度の賭場通いだ。九歳のみぎり、江戸下屋敷の中間部屋で博打を見聞して以来二十年、負けたことがない。どういう天の配剤か、賽の目が事前に脳裏に浮かぶのだ。もっとも、一郎太には別の目論見もあった。密かに城下に遊べば、民百姓の本音が聞けるからだ。北山藩は特産の寒天が藩の財政を底上げして、実収十万石。だが、年貢は依然として六公四民で、藩は百姓の犠牲の上に胡坐をかいていた。そこで一郎太が百年の計として打ち出した年貢半減令だったが、これが大きな災厄をもたらすことになる。ある晩、秘密の抜け穴を通り、城下外れの賭場に現れた一郎太は数十人の暗殺隊に襲撃される。頭格は大垣半象、北山三羽烏といわれた二天一流の遣い手で、国家老・黒岩監物の配下だ。突きの鬼一と異名をとる一郎太は二十人以上を斬り捨てて虎口を脱するが、襲撃者の中に年貢半減令に賛同する城代家老・伊吹勘助の倅・進兵衛がいたことに愕然とする。忸怩たる思いの一郎太は藩主の座を降りることを即刻決意、実母・桜香院が偏愛する重二郎に後事を託して江戸に向かう。だが、事はこれでは収まらなかった。
